It looks like KM/Y# 261, according to Krause it should be 38mm diameter, 31.1 grams (exactly 1 troy ounce) of .999 fine silver. However, the one in Krause has ".999Ag 1oz" beneath the dragon; your coin doesn't have that.

I suspect it's a fake, sorry.

I believe the coin is genuine. There're varieties of this coin. Yours doesn't have the silver fineness stated and is from Shenyang Mint. This variety has proof-like BU surface with mintage of 80,000 and is 0.999 silver. The Proof with silver fineness stated is from Shanghai Mint. The listing in Krause is not complete.
