It is a "fake" of an extremely rare Chinese one tael silver coin minted in 1903 in Fengtian Province.

Only one authentic specimen of the coin is known to exist which you can read about here.

Your coin could not possibly be real. The English inscription on your coin says it was minted in Fengtian (Fen-Tien) Province. In Chinese, however, your coin states that it was minted in Heilongjiang Province.

If it looks like the one above, then it's gonna be a fake I think. Yours seems to be more crude/less detailed than even the one above.

May I please offer some added info about the crude Tael above?
Do these checks if you can:
Weigh it, it's probably about 20 grams instead of 35 grams.
It looks like mine, see if you can pick it up with a strong magnet.
It may not, but if it does you certainly know it's not good silver.
The surface look porous or like pits or pebbles, not like a struck coin.
The circle of beads and the crenulated rim looks like sloppy cast.
The Manchu characters in the center look shallow and poorly cast, not well defined like a genuine coin would look.

And I'd agree with the post from manymore (Gary) about the top coin.
The coin can't possibly be genuine and he is right about the province names.
Furthermore, no coins like yours were minted in that province.
I have these coins making a catalog in binder form with weights, measures and photographs.

Here are a few pictures to compare to that poorer looking coin that appears cast. Your rim may not be crenulated, it may be an outer circle of beads. See how close your coin is to these pictures. Are the inner beads mostly crowded and like blobs? Is the beaded rim mostly crummy and irregular?
