Looked like folded over Rim Fin OR small lamination to me

Does Pre-82 mean there is no date and mint present? Was thinking about researching pre Cud possibilities, but a date would help narrow down a bit more. Thanks, Doug.

I would say it is a Retained Cud

You can see the outline of the struck through debris on the coin. It would probably peel off. (Don't remove it though) If it were a Retained Cud, we would see a displacement of the design. If it were a Cud, then the area would all be raised and have no design in that area.
