i know I'm still learning and getting better at figuring out dd vs md but this one has me scratching my head so I'm really not sure

You need to try comparing it to a normal coin. The doubling on this coin does not make the device bigger. It is also at a lower level and appears shelf like. These are the tell tale signs of Machine Doubling.

Also Die Deterioration is making the devices appear larger. But it is die wear on the tops of the devices on the obverse. Keep in mind the 25% nickel in the planchets make the dies wear faster on nickels. Look at "WE TR". You can see how the overall shape of these devices are wearing away towards the rim.
