Those are the artists initials. Value about $1.40.

FYI, the mint mark on a Winged Liberty dime is on the reverse between the E in ONE and the butt of the branch.

Yes, the "W" stands for Weinman, as in designer Adolph Weinman.

If you look carefully it's an "A" over a "W".
That's how he did his initials.
You'll see the same thing on the reverse of Walking Liberty halves which he also designed.
