I'm thinking it was underground for a short period of time. Different types of soil can do the craziest things to coins.

Could have been dipped in some kind of corrosive.

That is an example of a quarter that the die was under going Die Deterioration. Note the movement of direction on these devices. To the left on the devices on the left side of the coin. (closest rim) and to the right on the right side of the coin. (closest rim) So it is not a DDR, just die wear.
