Note how the altered area is not a copy of the hub. It is the die showing its age. If it were hub doubling it would show a spread and a copy of the device:  Funny? We started out with a cent..LOL

I'm not sure, but I think I see some doubling on the O,D,and E in the motto. Although, that might just be the lighting playing tricks with the camera. If that is doubling, it's not a DDO, it's Mechanical Doubling caused by a worn out die or loose parts and is more considered mint damage than an error. Unfortunately, a variety like this won't demand much of a premium, so it's up to you whether or not to keep it.
