I believe the obverse reads:

The reverse is very bad but appears to be ares holding a spear and shield. Reverse legend unreadable.

I agree with Athalbert.

Athena with spear and shield. Seems hard to narrow down a city. Bust style and legend don't match up, but just to see the reverse type, here is one from Plautilia. http://rpc.ashmus.ox.ac.uk/coins/4/8888/

Maybe a stretch but the style of the bust of your coin reminds me of some Commodus coins from Nikopolis
