This steel cent was a toughy to photograph because of its shininess.

It's a re-processed/plated cent. Ruins the value of the coin.

Likewise taking a closeup shot of the MM rendered less than satisfactory results using my standard lights. So I had to change my lights to fluorescent to reproduce the alleged RPM that I am seeing:

Just as I was getting ready to post this closeup, coop said it is reprocessed.

But I would still like to know if it is a RPM and what is the telltale sign that it has been reprocessed?

Signs of platting,too shiny almost chrome like and the edge should be a dull steel color.

Definitely. Signs of wear on the original coin are evident under the plating.
