After all the defending I do on behalf of ICCS, they let me down on this one.

Graded as "Ultra Heavy Cameo" ?

Clearly, someone has taken a Q-tip, doused it in coin dip and rolled it over the profile of the Queen, trying to give a cameo appearance......

Well, apparently they have succeeded,

Why oh why ICCS have you graded this as UHC?

although super disappointing that this straight graded due to the obvious tampering, it is likely a toned coin with an actual ultra heavy cameo which someone used dip to try exposing..those fields do seem pretty reflective.

What a shame! This might be one of those times where a dip (whole coin this time) would do some good.

Because it is UHC, pics don't lie.
The problem is that this coin should have been returned as ungradable, it has been reduced to junk,shame to give something like this any numismatic credibility.
"Dipping" is not considered cleaning...

It could be worse. I once saw a 1939 Unc. dollar where the fields had been polished and the coin was offered as a specimen. That was before TPGs, though, so no TPG had a chance to misattribute it.

Frankly, my biggest complaint with early ICCS stuff is not as much misattribution (and they did plenty of that) as it is ignoring significant problems like rim nicks and environmental damage. One sees these coins on ebay all the time. Some are even undergraded by today's standards, but you have to look closely to make sure there's no unmentioned damage, particularly on bronze. And to make matters worse, the photography of coins in ICCS holders is often not very good when they're listed on ebay.

effect wise, it's pretty cool, the contrast makes it look cameo because it's light against dark.

It does look frosty but not UHC, IMO.

The person that did this missed removing the tarnish from the ribbons in her hair.

Grading companies shouldn't grade coins like this.

Sorry to say this, but anyone here who thinks this coin IS or WAS ever an Ultra heavy cameo, is sadly mistaken.

This coin was a typical NO CAMEO white coin, that was fully toned (NT or AT, which is not the issue), then someone removed the toning on the effigy of the Queen, resulting in the toned surface/ white effigy appearance, giving the erroneous effect of a strong cameo.

It never started out as a cameo coin and shouldn't be graded as such now.

shouldn't the ribbon be UHC as well? I guess the q tip wasn't fine enough...

Ugly for sure, and a huge mistake by ICCS. Not that it matters a lot, but it looks to me that the Portrait of the Queen is original and the remainder of the coin was "blackend" around the Queen and on the reverse. Just a thought.
