Khasil, it is similar to this, called push doubling on single squeeze produced coins since the 90's. Upon the initial clamping of the press, if there is a miss-alignment, the mechanisms will turn after the initial contact, causing a second impacted image. Yours is a slight form, also could be Die Deterioration, need whole coin to see that.
