I can't tell from the image provided.
Wexler has one listed on his site on the Denver mint. Also one from Philly as well.

Looks like Die Deterioration Doubling, I've seen this happen on Washington's ear before and the wear on the outer lettering is a dead giveaway. Typically a doubled ear quarter wouldn't have the entire ear doubled.

Look more like MD from what I can see from the image. Odd place for MD, but it happens.
