Doubled Dies never ever happened on the Mintmarks back then. It's called an RPM (Repunched Mintmark). The mintmarks were punched into the die by hand until 1985 for proof strikes and 1990 for business strikes. Punching mintmarks in by hand was the last step that was done in the die making process. The only Doubled Die that had the mintmark involved was the 1995 Denver Lincoln cents (The mintmarks were engraved into the die since 1990). Anyway, I'm not so sure on the mintmark being an RPM It looks damage to me. I'll leave some room for thoughts on this one.
