I detect a very shiny surface from the glare as seen on Liberty and in front of face. This is a replated coin, and as such is damaged and has little collector value. The "affect" to the east of the S is due to the plating.

@JB, looks like something might be going on with the mintmark, but when I rotate and crop your current pic, it is too pixelated to be definitive:

In essence it is like today's stinkin zinkins, a plating issue called "Plate Disturbance Doubling" (PDD). It is a sympathetic reaction to the striking and pressure of movement of the plating.

Looks more to me as a die wear issue. Steel planchets, steel dies they wore dies faster. As mentioned the re-plate removed value for this coin to a collector.
