It is either "Plate disturbance doubling" (PPD), or Die Deterioration Doubling ( DDD) or at the outside, Plating Bubbles. The Latter I would highly doubt, most likely is PDD since the "disturbance is on the inside direction of the device(s), towards the rim is indicative of deterioration

So without better images we can't tell for sure yet if it is a variety or just a common coin.

Crazy gave the probable identifications. None of those would yield any numismatic value.
