Hello, I have this 2015 Louisiana coin that has no shine to it and the obverse and reverse have brushmarks all around the coin. Just wondering if this is PMD.

No, it's not Post Strike Damage nor brushmarks. It's die flow lines from heavy Die Deterioration. Also, your coin also shows Die Deterioration Doubling. No premium for these. http://www.error-ref.com/die-deteri...on-doubling/
