You have to place 3 orders within the calendar year. After that, they waive the $4.95 shipping fee. Resets Jan 1st. U.S. Mint Loyalty Program

that sort of goes without saying. of course it's very obvious they're doing it for money.
but why another proof? I would think if the mint really needed to generate funds they could have chosen a winner for sales. of all the things they could have made they chose the least interesting format. it's not exciting, it's not interesting. proofs are mostly uninteresting to begin with, so why another? the mint can generate money using a multitude of products, but i'm stumped with this. if it's just a lame money-grab, i'll be looking to get one, but not from the mint, and not in a hurry. I hope these don't sell well & they have to eat some of it.

My guess is that they saw the demand for the 2017-S proof ASE and have misinterpreted it. Perhaps they think that the demand was due to people wanting a 2nd proof ASE each year when it reality it was mostly due to the limited mintage. Ironically, a -S proof ASE will decrease demand for the -W ASE.

Mine showed up today. I guess literally being one of the first to place and order really does have its benefits. Sorry for the poor iPhone 5 quality.

well, I just ordered one. not especially fired up about it. I think i'm going to write a nice letter to the mint, I feel it's worth throwing my Two Cents at. i'm not excited about an S-mint & a W-mint proof every year. it'd be no different for me if they started making some business strikes with an S mintmark in addition to no mint mark, or if they began making the burnished silver eagles with S mintmarks in addition to the Ws. I think it's a silly waste to have two different mints making the same silver eagle proof coin. it'd be a different story if it were an S-minted reverse proof. I would happily buy that, especially if they'd limit the production somewhat. in fact I think that's a decent plan for two proofs per year: one the regular W proof, the other an S reverse proof, with limited production.
