I'm a newbie, please bear with me here. I got this piece in change and really don't know what this is besides a weird mix of color. Is this common?

Any help is always appreciated. Thank you.

Could be many things, all post-mint: staining, environmental damage, or a coating that is now wearing off, among others.

Fire can cause this type of speckled surface damage. Also, welcome to CCF!

Definitely Post Strike Damage (it happened after it left the U.S. Mint), regardless on how it happened.
