Note on the top of the the 'O'? You can see a push mark there from
Machine Doubling. The normal strike was completed, but a tap with the dies on the way up damaged the top of that device and the rim at the same time. I know your thinking the area on the top of the 'O' is showing less damage that the rim area. There are no rules when it comes to
Machine Doubling. even devices next to each other can be affected differently:

The swing of the dies can be irregular. Even from one strike to the next:

But
Machine Doubling is not die doubling. The die that struck your coin was normal. The affected devices were altered after the strike. What you are looking for is Die doubling. This happens during the creation of the die. Thus the term Doubled Die, because the doubling is on the die.
