Definitely a full stepper..and does appear to maybe be either double struck or double die struck..on the motto especially Trust..nice find..

It appears to be a 1964 proof. That is expected to have FS. There is a little bit of cameo there as well. None of this means any extra value, though.

Yes it is a proof coin. Does that mean the regular mint coin that has FS are the scarce coins that I should be looking for?

I would say, yes. A business strike (BS) full-step nickel will always be more interesting than the proof equivalent (for the sake of FS). However, once you get past the mid-80s, even BS coins can be expected to have FS. So, know what you are considering.

You are looking for a Business Strike full steps nickel. The proofs are usually Full Steps anyway, so a proof with FS won't bring any special premium above its normal value.
