I have stared at this coin till my eyes were crossed and my hair hurt and I'm convinced it is a small date due to the fact that the loop of the nine comes completely around facing the seven but is always with this date and variety there's always a question of Doubt so I will put it in your hands and hopeful agree on a solid answer.
