That's called Post Strike Damage ( PSD), because the damage happened after it left the U.S. Mint. A spender.

From the images it appears there is some residue (glue?) on the surface.
When I see a bright shiny spot on an otherwise brown coin that is my one of my first thoughts.

FYI- Sometimes collectors use to glue them on paper or cardboard instead of spending $ for an album.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
