Haven't seen any off-centers posted for a while.   Found in 2010, in pocket change from gas station.

Actually there is not collar scars on the off center. It is the rim of the die that made those marks. The collar was not in place when the coin was struck.  That is what left the mark on the off center.

Coop you are probably correct, I may be interpreting wrong. The collar scar is produced when the protruding portion of the off-center planchet is forced down upon the top of the collar by the descending hammer die. Scroll down to the "collar scars" quarter. http://www.error-ref.com/?s=Off+center
