I'm pretty sure I found my first RPM 1953-D RPM-004 D/D Rotated C/W. Unfortunately, something is up with Roosevelt's mouth though.

Any idea whether this RPM commands any premium?

I'm not seeing RPM-004. (I checked variety vista) I think it is damage you're seeing.

As for the mouth it looks like a strike through gre ASE

MD on the mint mark. As already mentioned, it is not a RPM.
