Good afternoon. I was fighting the glare but I think my images show distinct notching in IGWT as well as Liberty, bottom of Abe's bust and the date. I will try and take better pictures if wanted...

Looks like split plate doubling.

I agree that this is a plating issue. Notice the silvery color, that's the zinc core being exposed.
