The NGC web site indicates that there were 2151 RCM 2019 W Pride of Two Nation PF70 coins with the Mercanti signature. Since there were only 10,000 RCM 2019 W Pride Coins issued, and to say that over 21% were signed by Mercanti, and all graded PF70 is very questionable IMHO. So I personally don't accept all the Census info as accurate.

It's not out of the question someone cornered it buying up all the sets they could, but it's unheard of for someone to hand sign that many labels for one release. Really it's unheard of to sign anywhere close to that number for one release. A couple hundred is usually about as high as it goes for those

Question about NGC grading. If I remember correctly you can request they not slab the coin if it's below a certain grade. Will they charge you just the grading and shipping/handling fees or are they also going to hit you up for the extras if they don't end up slabbing it? I.e. Would you also end up paying the fee for the SF Trolley Car label or the Early Releases designation on top of the grading fees even if they don't slab it?

Can the US Mint change the mintage afterwards by producing more eagles? The mintage is not mentioned in the COA, only on their website.

Smile4art. They could do anything however they advertised that it had a mintage limit of 30k and a product limit of 30k. By law once they've done that they could do less, but not more than the mintage limit. It would be deceptive advertising, fraud ect.ect. if they made more than 30K.
If they left a mintage limit off and just had a product limit, 100% they could strike more and package it differently and sell them also. But they've locked themselves into 30K max by advertising it unless the mint wants to get sued by everyone that bought one.
They absolutely could do another run of ERP with a different mint mark like a P or a D without issue. They could do another run with a different finish in a S, but they can't make more of this when they have announced a mintage limit of 30K and sold them. Same goes for that W ERP from this year. Mintage limit was 110K. 100K for the u.s. set, 10K for the Canada set. That one is done also.

@Big-Kingdom thanks for your explanation.I appreciate your comments here. Luckily it's almost end of the year and hopefully no more painful surprises this year.

NGC only lets you do it with bulk submissions unless they recently changed their polices. Also as a side note only the $300 NGC membership can bulk submitt while any PCGS membership can bulk submit as long as you send in the contract

Mines now pushed back from the 26th to the 29th because fedex is the worst and can't drive 1500 miles in less than 10 days.
