Looks like Spain, the real date being in the star.

After looking at some Spanish coins, I agree.
Since this is the one I found, I will guess:
Spain km817 5 Pesetas (1980-1989) "World Cup Soccer" coin.

Or... could it be the 1 peseta Al-Bronze under Franco Francisco?

Can't be Franco since it's "81".. It will be a Juan Carlos coin.

Well, the Francisco coins also had the six-sided star with the number inside. But, I guess jbuck is right!
oh.... the mint mark means the year? Then why is it on my two Franciscos they say they are minted in 65, but in the star has a 63?

On the Franco coins there are two stars on either side of the "una" both make up the year of issue not the production year, that is what is clearly visible on the coins obverse. although I don't have any with a 1965 production date I do have a few from the 1966 run and none are pre-dated, it might be a poorly stamped 1968 as they are really small, and hard to read, that was the largest picture I could get with the macro settings on my camera. Previous production years (that I have) are 1953 and 1947.
I also found a 1963 production date.

There is a 1953 with a 63 star, and a 1963 with a 63 star but not a 1965 with a 63 star.
In fact I can find no 1965 production dates at all, for any Spanish coins?
Could it be a 1963 date and star?

Alderney, Algeria... I get the impression jbuck is working through his collection alphabetically My guess for jbuck's next coin is American Samoa KM1.1 1 dollar 1988!

1949, 53, 63, 66, 75 .. are the BIG dates on those coins I've seen.
