Even with some luster I'd be at EF-45.

EF-45 (US) sounds right to me.

The scratches on the obverse knock it back for me - I would struggle to give it VF on the UK standard as a result. I sell these regularly at market and would expect 50p to £1 for one like that. It would need to be one of the scarcer dates (42, 43, 44) to get any more.

I tossed A LOT of these into poundage bags. Very little individual resale value.
