What ever the cause maybe, it does not look like a mint error to me, it would be unlikely that the strike thru areas could remain perfectly alligned with premeter of the hairline wothout effecting the field around it. I see a damaged area on the recerse and below the Eye. But would like to hear our experts opinion.

Thanks Chase007. The area on the reverse is a foreign material. Its not damage and could be cleaned off but didn't I didn't want to that as for the rule of not cleaning coins. Here's a better pic of the area in question.

Thank you for the info. I'd wait to hear from others. Can you produce a true color close up shot like your first Two images from the top of the head and below the Eye area.

Thanks for the reply E&V but I assure you there isn't any substance on this coin. I wish you all could see it in hand. The planchet striations (I think thats what they're called?) go straight through the area affected also. It almost puts me in the mindset of a strike through. I am stumped for sure. The area outlined is incuse. That's why I thought it was a greased die. The arrows show which way the lines run on the whole coin.

Looks like it was Struck Through Grease fill. Depending on viscosity, grease can flow to and fill the lower parts of a die . This coin isn't that much different than many of the filled letters we see, just a more unusual example. The lines through the anomaly are roller lines that were not erased by contact with the die. The north/south direction of these line is the same as the direction of the lines in the bays of the memorial on the reverse, confirming that they are roller lines.
