Any ideas on what kind of variety/error I am looking at here? Have never seen anything like this.

Looks like a die chip in the 9. Below the bust looks like a Cud, but it's hard to tell 100% from pics in the 2x2.

Edit: it really looks like CU-1c-1999-04 here:

awesome Cud. Definitely 2x2 worthy. Worth maybe 5-10 bucks, especially in that condition.
