Yes, it is not low enough. If it were in better condition a possible keeper but not in the condition it is in.

I suggest throwing it on ebay and see if you have any takers. I see lots of listings with 4 digits called "low serial". Low serial is defined by the Charleton Catalog as 3 digits but not everyone knows or care about that.

Here is an example:
