. OMM's=over mint marks stopped in 1955 so it can not be that. Full coin photo front and back might help.

Looks like a broken post that took part of the field out as well. The void made the mintmark a bit taller than normal. I've seen this before on another year:

Just a deep broken post. Only 'S' mintmarks were on the proofs.

@John1 I agree that this is obviously not an OMM since San Fran didn't mint business strike coins in 1978, but I have seen you say many times that "OMMs stopped in 1955," and I can find nothing to support that assertion besides the fact that the San Fran mint ceased minting business strikes of *most* denominations for good that year. The emphasis on "most" is important though, since SF did mint Lincoln Cent business strikes from 1968-1974, and I have been unable to find any information about a change in the way the mint produced and distributed mint mark punches that would make OMMs impossible on Lincoln cents for those years. Granted, the fact that none have been reported makes it look pretty unlikely, but such a small percentage of the billions of Lincoln cents minted each year will be looked at under a scope that I feel like it's always better to say "none are known."

If I'm misinformed and the mint did actually change the way mint mark punches were handled and distributed after 1955, I would love to know more.

The mints started creating their own dies in the late 1980's. So before that all the dies were created in Philly and the mint marks were added at that location. After 1990, the mintmarks were part of the design, that each mint created with there own die shops. Thus I feel the Reason so many of the doubled dies are from Philadelphia. Thus the machines are older and more worn. Thus to me that is the reason less doubled dies come from San Francisco and Denver.
