Not for sure what you are referring to, unless it's the Ridge Ring around the perimeter. If so that's just from a tired die. Die Deterioration.

The second pic looks like the coin was in a bezel, likely used as a necklace.

Sorry but I cannot see any circle punched in it.
As stated, all I can see is Die Deterioration causing a Ridge Ring.

Here is a different angle, there is a circle around the edge of coin and going through the letters at the top of coin

It's not an error, just the mint using the die well after it should have been retired.
