Can you post a full front and back picture of the coin? It could be any number of things, but based on the pictures it is probably PMD.

A full picture would be helpful.

That is a carbon spot on the planchet. These are an impurity in the metal that react with the copper. They are not a keeper. It is a coin issue.

Could also be a stain or some foreign substance.

Do you see the center location that is darker on that spot? That is like a cold volcano spewing the carbon over the copper, staining the surface of the coin.
