This is a rescue die from Feeder Finger Damage. (Note the reverse how flat the fields are in the center of the design) When the obverse is polished the die continues to age, the devices show distortion in a bad way: Seems to happen a lot on the 2015/16 dimes.
Not a DDO, sorry. I see glare doubling and perhaps slight Machine Doubling but it's difficult to separate the two. Try using a defused lighting source such as daylight or a piece of white paper over your lighting source.
I am looking at posts about duo's and I am confused this looks like a DDO but not? What is the difference I get a machine error messed this coin up but how is it not an smetror that people will accept? What's the difference from one Part of the machine messing up the coin and another that makes it valuable or worth collecting?
I have been on all these sites over and over and over and read so much on it all and I get the difference but it is just so much man especially for a new guy.
