@san, I'm not seeing split serifs so it seems most likely to me that the extra thickness to the letters is just circulation flattening.

Take a look at the mottos on this years quarters from all three mints. The master bug was really showing extreme swelling that year and they recreated an new/new master hub for the following year:

Compare size/locations of the bust and devices for the two years and you will see the issue.
