I have a 2004 copper plated zinc Proof cent, magnet does not stick.
I have 2 Charlton Standard Cat. 2013 and 2020 neither book show a Proof 2004 cent. Now if it was a 2004P then yes it would be a Proof.

Where does this coin fit in?

That cent is indeed from a 2004 proof set.
I believe the composition is copper or bronze.

Its from a proof set and like all 2004 proof pennies there is no mintmark and its made of 98% copper and 2% zinc + tin so its non-magnetic.

Ok so the 2013 volume 2 Cat. has " 8 coin proof sets 1997-2011" for 2004 it lists 3 different sets, so it came from one of those.
Too bad some one broke the set up, good for me I got it for $3.50

Some folks break up the sets to get certain pieces. Must not have wanted/needed the cent. Nice buy. Page 70 of the 2022 v1 Charlton lists it at $10 CAD.
