You could start with the weight and size of each coin . Can't tell much from these pictures more information is needed.

Likely they are miniature coins made for some promotion. Size and weight would tell for sure. I have a set of miniature coins made during the Nixon era.

They are play money, effectively. I assume they are tiny, "miniature coins"?

I've sometimes seen them bundled up in sets, where the entire set of coins fits into a 2x2, along with some kind of political slogan like "our new high inflation coins" or some such.
