Not too familiar with the 2023 "VDBV," but assuming it is a legitimate die variety there would be no reason not to certify or label it because it's missing a die chip. The missing die chip could just mean it's an earlier die state.
A valid reason for not certifying this one is that this V is in a different location, further up on the vest, than the one pictured on NGC's site.
This is not the extra V variety. The characteristics are not there. Every extra V looks the same this one looks nothing like the extraV. Just a contact mark and good ol Pareidolia. Every example of the extra V that is legit has the die chip on the forehead. Not saying there is one that doesn't have the die chip but all examples have had that. Have yet to see one with out.
