I've decided to count the 690/1291 for now, following @ttkoo's reading, but I'm really failing to find any comparable examples.
When was the SARC auction - maybe I can try to match the coin there? There
is an AH 690 from Bayburt in the SARC database but it doesn't seem to be your coin or even have the same design.
