I'd assume this is a "fountain coin", or otherwise sat submerged in water for an extended period. Parts of the zinc core corroded and the corrosion products simply dissolved away into the water, reducing the mass. The copper shell is insoluble in water, and has preserved much of the coin's original detail despite no longer being supported by the underlying metal.
