RCM Annual Reports The 2007 annual report shows a mintage of 9,625,000 for the zinc cents. Which is where Charlton got the number. Judging by how scarce the 2007 zinc is in circulation, the RCM has a problem counting gold and cents.

Yes, sadly, you're right that the mint is inept.
But there might be a sense in which the mint may be correct. Here is my analysis of the 2007 production figures:
In 2007, they claim to have produced
9 625 000 CPZ and 938 270 000 CPS, for a total of 947 895 000 cents.
In 2007, they also claim to have produced
101 475 000 cents dated 2006 and 846 420 000 cents dated 2007, for a total of 947 895 000 cents.
We all know there are plenty of 2006-dated cents which are non-magnetic. So my question for the Charlton is this:
How do you know that the 101 million 2006 cents produced in 2007 do not intersect with the 9 million zinc cents produced in 2007? It seems a leap to obtain the 9 million figure for 2007-dated zinc unless we know more.
Does anybody know Charlton's source?
Perhaps nobody cares about this stuff except me, but it really bothers me. It makes me wonder why we should trust anything reported by the mint or in the Charlton.
The one caveat may be that the Charlton is correct and the mint shipped 9 million zinc cents up to Iqaluit. Anybody from Nunavut here?

Thanks -- I might be speculating here, but I think the entire zinc run in 2007 may have been dated 2006. (This is not to say a few zinc 2007-dated cents didn't get produced in 2008.)
I lean in this direction because the least significant 5000 in the mintage above is in 2006-dated AND zinc.

The US mint has certainly done certainly done this in the past. Many 1964 dated coins (pennies and nickels) were actually made in 1965, 1966 and possibly 1967.
I am sure the Canadian mint has done this too. But normally they leave a little small clue like "8" overstamped by a "9" in some 1859 large cents, dots in the 1936 coins or maple leafs in 1947 coins.
So far yours is the best theory out there :)

In the latest edition of Canadian Coin News, it says "I am quite convinced that production switched to non-metallic late in 2009. A lot of non-metallic 2009 cents are turning up and all the 2010 cents so far are non-metallic". However the author didn't take into account of the magnetic cents found in sets.

Just got my first 2007 non-magnetic as change and although its old news I found a second 2009 non-magnetic if you want it PM me.

I just went through 10 or so pennies sitting on my dresser and I found 2 of these 2009 non-magnetic, and 1 magnetic. Also, 3 2010 non-magnetics. After going through 10 cents I think it's fair to say they're pretty common. It seems to be split down the middle, not that scarse.

Nice purchase TheForce - I suspect it's good to get yours now rather than wait for them to get more expensive!
Still no luck finding 2009 non-magnetic here in Western Canada. The 2010s are out though!

I am bringing back this thread because I would like to know how the situation concerning the 2009 zinc 1 cent is at the end of 2010.
---are they still rare or very rare to be found in circulation? ---(in other words, are the magnetic ones still in the majority or the vast majority?)

So far I am still finding a lot of zinc in circulation.I haven't compared my finds.But just taking a wild guess,I would say some weeks 2 zincs to every steel and other weeks the opposite.
I think I will start keeping count and post my findings later on.
