I know the photo quality is bad, but I'm surprised I haven't had a single response yet. I have hunted for hours and hours on the net looking for this error and come up empty handed every time. I was really hoping someone could help me out with even a little opinion or advice.

Better photos, please! Kennedy half proofs exist with rotated die errors so a rotated bicentennial quarter proof seems possible. There are however fake errors made by machinists (I have several Kennedy examples) so your coin should be examined carefully. Check the weight; machined fakes will probably be too light. If genuine I expect it could be worth $200 or more.

Yep, looks like a severe rotation. Looks like maybe 135 degrees. I find rotated dies to be a curiousity, but I don't feel they have a lot of value, even on proofs.

It would be harder to fake one of these on a proof because the mirror surface would be so easy to mar. Look carefully under magnification for a seam just inside the rim on either side or around the edge.

When I took this coin to a dealer years ago, who was into error pieces, he also said the same thing about it being more of a curiosity piece rather than an error coin. Please help me to understand this.
A proof coin is valued for its exceptional perfection, It is checked before packing for any flaws so an error proof would be far rarer than a circulating error wouldn't it? So wouldn't those circumstances make it even rarer and more valuable of an error since the number minted is lower and the quality standards are higher?

Rotated die errors are pretty rare on moder coins, but they're also not that popular. But I would think a proof one would have a significant premium, assuming it's real.

Yes they are checked, but they aren't really checked that closely (Ask all the people who are constantly complaining of receiving proofs with spots and nicks.). And they might check the obv and the rev,but they aren't too likely to check the orientation between them. Yes, but the circulation coins with rotated dies are usually worth very little, so even if a proof is worth two or three times as much, three times very little is still pretty small. Also you have the problem of finding someone who is interested in it
