I am thinking around VF-20 what would you grade it? What is the crack around the rim on the obverse?

I agree with your grade and looks better then my 1926s which is a huge price different going to EF..

Now I got figure out if that die crack warrants a premium. Looked on ebay's completed listing and nothing on that year and grade, maybe just try a Mercury dime die crack.

Die cracks are very common generally (and on Mercury dimes in particular), so it doesn't add any value.
