Looks like Die Deterioration. I believe the die was on it's last leg

Your coin was struck with a VLDS die. Note the letters on "STATES" the distorted die wear is present. When dies wear they make the devices appear to longer toward the rim:

As the die ages, it devices near the rim area are affected note the progression in this image:

We often see die wear more on nickels because of the composition of the planchet. The nickel is 75% copper (which is soft) but 25% nickel (which is very hard). The nickel in the formula makes the steel dies wear down faster. Your coin is an example of a VLDS (Very-Late-Die-State)die that struck your coin.
