The medal shown is not a Roosevelt Inaugural medal. It is a "List Medal" from the US Mint's ongoing Presidential Series, many of the 20th and 21st century medals include the dates of the term(s). These medals are struck from time to time as the Mint sees fit and has capacity.
These small versions of the full-size (typically three-inch) medals were struck beginning in the 1970s. At the time, they were struck in Philadelphia and Denver (w/ "D" mint mark). Today, they are only struck in Philadelphia.
Only examples in pristine mint state carry any noticeable value, and even then it is small - they can often be purchased for just a few dollars.
