This is called a MAD (misaligned die). In this case only one die is off center, but a true off-center strike will have both sides offset. These only carry a premium if part of the design is missing.

You can also see slight Collar Clash on the obverse at K:5. The obverse die struck the reeded collar and some of the design was transferred to the rim gutter. This seems to be more pronounced on misaligned die strikes.
