Oxidation on both sides, environmental damage.The raised area above the O of ONE looks more like a zinc rot.

I disagree with the zinc rot. If it were zinc rot, it would be around the entire letters O, and N. Not shifted to one side. And the lettering is significantly raised. There seems to be some material underneath that part of the lettering.

That coin suffers from VLDS and environmental toning.

Our friend, the Ridge Ring, is showing nicely on the obverse--die deterioration strikes again.

Can't be a reverse die clash because there's nothing on the obverse side that would show up at the top of the O in ONE.

Here's a link to a previous topic that has an overlay that shows this:

It's possible it's a scratch or gouge in the die, leaving a raised area on the reverse. Probably just as likely as a plating bubble, though.

Environmental tarnishing/toning/damage, and some traces of zinc rot (which displays itself in many different ways/stages.
