I'd say 30 as well. It's much better than a 20. Nice $300 coin.

What's the source of the details assignment? I suspect that's had a bit of a surface rub at some point but I don't think it's been chemical cleaned in any way.

I agree with Silver101, it looks like it was finger rubbed and not cleaned. VF-25 straight grade.
