This is an off-center struck quarter, but why is there a strike through quality on the outer devices on the reverse, also there are curved lines on both sides on the periphery--what does this suggest?

The planchet was not in the collar. Thus no reeds are on the outside edge of the coin. Now the coin is off center. A real mint error. (Most mint errors are one offs)
